Bulletin board would boost downtown business

After reading about the downtown being in need of something to bring more traffic to it, a thought came to mind. If more people had good reason to go there, it would boost business for everyone in the area.
So I contemplated this for some time and came up with something that would work.
A bulletin board somewhere close to the center of downtown where people could leave messages of concern to others that would benefit them. Such as items residents want to sell or buy; services they could offer to those who need them; suggestions to city council or other agencies; pleas for help when people are down and out; and other various things of interest.
This would bring people who want to leave messages and those who are interested in reading them. While they are there, they could also stop in a few stores or go get something to eat.
What it boils down to is, more people in the downtown area would bring more business downtown.
This should be placed in an outside area, with a roof to protect it from the rain. It should be a large one with space for a lot of messages.
